目前状况：海归带绿卡。大部分时间在中国。回国之前和之后来来回回积累了30个月在美国的时间。海归前办理了白皮书（9月过期）。有下面三个问题：

1. 年底拿绿卡满5年，想申请公民。看到有一条规定说在申请公民前需要在residence的地方呆三个月，有人说不用，想确认一下是否一定需要在申请前呆满3个月？ 在国内工作，来带3个月比较麻烦

-You don't need to wait/live for 3 months if you file N-400 in the state which you paid the state tax for the last few years when you worked in China.

" I have resided in the district or state in which I am applying for citizenship for the last three months."

2. 白皮书9月份过期。这个月去美国。如果年底（12月）再来美国（申请公民），现在还需要在办一次白皮书吗？

-Dpends on whether you still want to stay in China for longer time.

3. 由于在这次来美呆的时间较短，如果申请白皮书，肯定无法等到打指纹的通知之后离开。有没有可能在申请接受后先去local office 打指纹呢？

-No. But you may request the expedited biometrics appointment processing which takes about 10 to 14 days. See:
