-Probably it is difficult for her to get  the F-1 visa due to immigration intent, but she can try it and explain to the VO that it still takes several years for her to get the immigration visa because she has to wait for the immigration visa number availability, so she wants to study in US and come back to Canada to apply for immigration visa a few years later.
