请教8老师，有人称，在OPT期间提交I-140，就算有移民倾向，OPT就不能再办理延期了，这种说法对吗？

-Normally USCIS is not strict on OPT extension aftering filing I-140, so it is still very possible to do it.  Just try and you never know. But it is very difficult to get the F-1 visa outside US in this case due to immigration intent.
