请教8 老师

我公民在今年4月份给母亲申请绿卡，5月份打了指模，7月份收到信说会延迟半年。 今天却同时收到I-130 approved letter 和 I-485 approved letter. One of the letter said " We will soon mail you a new Permanent Resient Card. You should receive it within the next 3 weeks". 这是说已经通过绿卡申请了吗？ 有点不敢相信，向您确认一下。 谢谢！
