办绿卡的法律责任问题

亲爱的8老师，最近办140有遇到困难，请您指点

 

我的故事是

两年前大头A同意给我办绿卡并且写了一封内部文件给HR director,要求HR给我办.大头A任命HR director

后来我和HR办PERM，几个月前PERM通过了

现在是大头A走了，又上来一个新的大头B

我申请140的文件HR已经review 并且签了，但是因为单位要出钱

HR director把我的材料转给了我的直接上司，我的直接上司要跟大头B会谈，谈付申请费的事

 

我的问题是

我的单位如果说不给我办绿卡了，那么我拿着大头A写的批准文件，能不能通过法院请求执行，让我单位

给我办绿卡？

 

Does the memo write from the CEO, who left the company, to the HR director still have the

legal binding effect after the new CEO step in?
