-That may not mean anything. As far as I know, nearly all of the Chinese J-1 scholars have two-year home residency requirement. I don't know what kind of J-1 you had before, and you may check the Form DS 2019 to see whether there is the requirement there.

-Then, I still suggest you to apply for the J-1 waiver because I had seen some cases like you need J-1 waiver before. It should not be difficult to get the J-1 waiver, but you may have to have a legal status (i.e. legal stay) to apply for it. So, do it as soon as possible.
