You had better still invite both of them, then they may apply for their visas together, then your aunt in law may come to US personally. If you only invite your aunt in law, it may not be very convincible to the visa officer. The B-2 visa is valid for ten years, so your uncle can come to US any time in the future within 10 years without applying for a new visa.
