我再2010年11月給父母申请美国移民，由于一些原因，父母没有移民，2013年接到移民局通知，说是一年内要有反应，结果又忘了，今天刚收到email，如下，说是取消了移民申请，请问这对我父母7月申请来美探亲签证有影响吗？信中说道，your application may be reinstated and any petition revalidated if, within one year, you can establish that your failure to pursue your immigration visa application was due to circumstance beyound your control.
是不是说，父母从此不能在申请移民？
