I mentioned that I-130 APPROVAL DATE is 7/5/2009。 刚在USCIS网站 CHECK CASE STATUS 打入 RECEIPT ＃WAC-03-XXXXXXXX。 It shows


"On February 26, 2009, we received your Form I-130, "


我是2003年递交I-130， 怎么可能2009年才收到?

In this case, the estimated visa available date for them is about Aug 2016.  When they receive notice to proceed next year, I just need to add the child on the DS-260 directly and don't need to file CSPA even she just pass her 21 Birthday in Feb 2016?
