Although technically the child can file I-485 using Visa Waiver Program (VWP), I still suggest that child had better apply for B-2 visa in the US Consulate to enter US which has better chance for I-485 approval than using VWP. If the child can not get the B-2 visa, then just use VWP to enter US.
