If no, it is possible USCIS may approve the H-1 transfer without I-94, and thus you have to go to China to get the H-1 visa to come back. The I-140 approval is irrelevant to the H-1 transfer approval, but only allow you to extend your H-1 beyond the 6-year H-1 limit when you do the H-1 transfer.
