请教8老师NIW的cover letter的语句

我除了self petition letter之外，还写了一个一页的cover letter，这部分和self petition letter开始部分内容有点类似，仿照模板在

我下面的内容有论坛热心人指出是重大错误的: 如果按照这个提交，肯定无法申请上。可能是我理解NIW的要求有问题，我下面写的3点就是抄了NIW要求的3点，还是其他地方有问题，是不是“under the standards set by In re New York State Dept. of Transportation 22 I&N Dec. 215 (Comm. 1998), ”这句话有问题，不明白。请教8老师，多谢。

Filed herewith is the Petition of an Alien Worker (I-140), XXX XX , Ph. D. (Petitioner and Beneficiary), on the basis that I am a qualified immigrant under the preference of advanced degree professional/alien of exceptional ability.
