B2 application fee -problem with the website

Hi there,
Here is the problem.
My brother and his daughter applied for B2 visa last year, he creaed an account for himself and added her daughter (as a person who will travel together with him) so that he can pay for the application fee altogether. This year only his daughter will apply for B2 to visit the US but he is NOT coming. When he tried to pay for her daughter's application from his account, the system wouldn't let him to only choose his daughter, instead the system only allow him to generate a payment for both of them. So he decided to create a new account, just for his daughter. But after he logged into the webpage with the new account and enter his daughter's passport information,  the system said the person (his daughter) already exists in a different account (my brother's account) and wouldn't let him to continue. So he is stucked !!
Anyone experienced this problem before ? any solutions ? Greatly appreciated
