所以就让我做他的pititioner,由我在美国来帮他传递一些文件啊缴费等等，不知道我可以做他的pititioner吗？

But you can be his agent to receive all correspondence from regarding the case and pays the immigrant visa application processing fee for him in US. After USCIS approve his I-140, USCIS will forward the I-140 to NVC for processing for immigration visa application. Then, NVC will send him Form 3032 and he needs to indicate you as his agent in this form and sign it, then return this form to NVC.
