Administrative Error 引起的问题

申请身份调整时收到notice of intent to deny. 很快补寄了材料。结果被拒，case已 close. 原因是他们没有按时收到材料。FedEx tracking 显示 材料已提前送到。现在如果file apeal or motion to reopen 需几个月才能知道结果， 会误了其他事。有没有其他办法？通过USCIS送了service request, 解释了情况。还是没用。紧急求助！
