什么时候可给孩子申请公民？

孩子2月底满18岁， 3 月份绿卡也满5年了。请问各位大侠，必须等满18岁才能申请公民，还是现在就可（绿卡满5年前90 天）？需填什么表及需哪些文件？非常感谢！
