I am applying green cards for my parents and received a RFE letter requesting additional birth certificate to demontrate the relationship of my parents and me. It stated that the notarized birth certificate is a secondary evidence. I read the notes in similar situation and the advise is to resend the notarized letter again. I am wondering why they would accept it. Any help you can offer will be greatly appreciated.
-It seems the IO is inexperienced in this issue for the Mainland-China born people like you. Just explain that the most Chinese people who were born about 30 years ago have no birth certificate issued by the hospital, but their birth information are recorded by the local Chinese Security Department (派出所). Your notarized birth certificate was offically issued by the the local Chinese Security Department, and thus this birth certificate is valid and you have used it for your green card applicaiton and US citizenship application. Then, just provide the copy of the birth certitricate again for the REF.
