Bulletins are released on or before 10th of every month. So, May Bulletin will get released at the most by Apr 10, if not before. Also, Apr 10 th is the day when the whole world knows. USCIS folks will be well aware ofthe Retrogress 2 to 3 weeks before the bulletin gets published for everyone to see.
