先说下我的背景，从德国J1签证来到美国，不到第3年的时候转成了F1，现在想办理J1 waiver。

在阅读你们的blog和回帖后，突然发现我的J1 visa的annotion栏写着“Bearer is not subject to section 212(e). Two year rule does not apply”，而且我的第一张DS-2019表上的non objective statement也是被check的。但是在我到达美国后，他们对我的ds2019做了修改，主要是改start date，因为我入境比原始ds2019表上的时间晚，于是他们就release了一张新的ds2019表，start date改了，但是non objective statement的check也没了。之后我又有了几张extention的ds2019表，都是改了时间，但是都没有non objective statement的check。这些表的SEVIS Number, Program Number, Subject/Field Code都是一样的。

请问这种情况下，我还需要申请waiver吗？

-Unless you are the permanent resident of German, most likely you still need to get the J1 waiver even if your J1 visa的annotion栏写着“Bearer is not subject to section 212(e). Two year rule does not apply” because the US VO in German does not know the agreement between US and China about J1 scholar.
