Would you please help me understand the following sentences:
The October Visa Bulletin of Department of State contains a note that "cutoff dates in the employment third preference category may appear as early as January {2005}". This is alarming news, and brings back a specter we thought dead: that of differing priority dats between the second and third employment-based preferences.
Above sentences appeared in my attorney's newsletter. But I am confused. Would you please kindly explain to me?
