Applying Travel Visas to America from Canada

My parents are planning to visit my sister in Canada for a year with travel visas. It is easier if they could go to the American Embassy in Canada to apply for travel visas and then to visit me in USA afterward. My parents have been to USA a couple of times before. Is it doable to apply travel visas to America from Canada? Any thoughts to share, please? Bunches of Thanks.
