863211, Help,急呀!, PD is current but I-140 premiumn is still pend

My PD is 01/07/2007 based on my previous EB3. My current employer submitted an EB2 I-140 in March ,2011 and later changed I-140 as premium processing on May 31,2011 based on a new EB2 PERM. However, the new I-140 premium is still pending.HR said that DOL did not send the original PERM documents to USCIS and they can do nothing.I did not receive any REF and notices from USCIS.

Could you tell me by which means I can solve the issue?
