Who is "2nd officer"? -- 2nd tier officer.

Which is "那边"? -- processing center.

There is always something out there out of your control even though you have tried your best. Keep records/evidence of your efforts, in case to appeal the denial. --- 连皮匠老师都说这话了，看来我只能傻等杯具了，可是连个RFE notice都能给寄丢了，我还能指望他们把denial notice顺顺利利寄给我？
