Are you in NSC? Does getting rid of you from payroll mean you will lose your job? If it did, maybe you could get a letter from your employer to speed up your application? (your case has been pending over 60 days). Also, try to get help from Congressman. I saw some posts on TRACKITT wensite, congressman seems helpful.
