我也曾翻译过类似的两个奖，我试试看这样译行不行：

·Great Achievement in Science & Technology Award (First-Class), from Ministry of Education, year*. (Title of winning project: xxx, Major participating investigator, certificate No.: xxx)

·National Award (third-class) for Achievement in Technology & Invention in China, from the Chinese government. year. Title of the winning project: Certificate No.: xxx)

我没有用什么说明，只是把证书给copy了一下交给律师，在CV里列出，律师在petition里提到这两个是中国政府颁发的非常重要的奖项。我想这就足够了。Good luck.
