thanks... i rather believe the waiting time is up to how complex the case is.. if REF is about only one or two documents missing, usually it will be processed in two weeks (of course IO is another key factor here).. however, most NIW REF is complicated, so it is normal to see a REF been processed after 60 or even 90 days..

Same situation about appeal/MTR.. mine is still pending for either MTR or transferring to AAO, thanks for asking and kindness again.
