no H1b quota before Oct.1. regular processing fee is $185. but if you want to apply with premium processing(two weeks), it need extra premium $1000.(so total $1185). that chinese lawyer's service charge is not resonable. generally lawyer service fee for application H1b with regular processing is about $1000, with premium processing will be higher. If you want to apply H1b with starting date after Oct.1, you can ask that american laywer do it for you.
