pjiang, xiaobaitu, radiology, I have a question about submitting

My visa is H1b now, and it was applied by an attorney. My hu*****and's visa is H1b now, but his boss is retiring soon. If he can't find a new job, he has to become my dependend (H4 visa). Can we apply for his H4 visa by ourselve or we have to let my attorney do it? Thank you very much.
