If you or/and your hu*****and has Green Card (or US Citizen), your baby need apply Chinese Visa to get China, and use USA passport get back the States.
Otherwise your baby need travel cert. (Lu Xing Zheng) to go to China, and hold both travel cert. and US passport to get back.
