Generally speaking, denial of non-immigrant visa or denial of admission at POE based on 214b is very loose and unlikely before NIV stage or I-485 stage for some nationalities, Canada is one of those. Because USA think Canadian or citizens from some countries are low-risk groups that will over stay even if they have immigrant intents. And in reality, it's true that those nationalities rarely overstay too.
