我需要回国办visa stamp吗？

我在A大学干postdoc，我的H1b签证8月到期，已经拿到B大学的offer，现在B大学正在帮我办H1B petition。今天收到B大学International Office 的email如下：

Dear SubaomaX5:

I need for you to provide me your home country address in China. On the list of documents for filing an H-1B petition we state that you must provide a valid home country mailing address to which a consulate could notify you if you were required to apply for an H-1B visa stamp in your home country.

I am assuming that you would be applying for an H-1B1 visa stamp at the U.S. Consulate in Beijing, P.R. China, since that is where you obtained your initial H-1B1 visa stamp. If that is not the consulate you would go to based on the home country address you provide, then please also provide the city in China you would go to to apply for the visa stamp.

我看得一头雾水，莫非我还需要回国签证？不是递上申请，收到receipt notice 就可以去B大学上班吗？
