If no check and F-1 visa interview approved, you can come back for graduation.
If you do get checked or VO denies your F-1 visa, you can only come back to US ONLY if you have a job waiting here and the boss will sponsor a visa (H1 or J1) for you. You won't be able to come back to your program in F1 because it's over while you stay in China at the time of the graduation.
