Have been waiting for SSN so l

When I applied SSN, I was told there was no information about my entry of United State and I may need to wait for longer time to get the SSN card, because they need to contact INS office to get my information. Since then a month has passed, I still did not get it. Is this normal? What should I do for this? Do I need to go the local INS office in person or just wait? How long this will be? I really need this SSN to register a car. Could that be the possibility that I did not take the flight but the train from Toronto to New York. The immigration officer got on the train and issued me the I94 there. Of course she did not have the computer with her. So it would take longer time to imput and update the entry information? Ih ope some one would know the answer. thank you so much.
