I was laid off and changed from H-1B to F-1 in May 2003. My L/C was pending at that time. The change of status application was smooth. I filed I-539 along with my I-20 and other documents. I wrote a letter to the immigration officer stating that I plan to return to China after graduation. No problem was asked and it was approved in 1.5 months. Good luck.
