Hi Wojian, pls help me out

I'm holding H1 working at a university but want to switch to industry. Do I need to wait for a final approval to the industrial H1 petition before really working for a company? -- I understand that H1 transffer was pretty simple before Oct.1. One could begin to work for a new employer, no matter academic or industrial, with the receipt from INS regarding the new H1 petition. But people told me the situation might have been changed since Oct.1.
