The minimun requirement is master's degree.Of course you can apply.
But with PhD and work experience, it's more likely to get approved in most people's cases. For a small pool of people that are already well known and excellent,....and they can prove they are, they can get approved with master's degree. Even you are a phD and work in NIW fields, if you can't prove that you are as good as people in your professions, you'll still be denied, even you have PhD.
