H-1B ext premium

Can anybody know if the H-1B extension premium process will be okay after the cap of 2004 H-1B is reached? I request H-1B extension premium processing and pay the $1000 fee but the damn company paralegal may file this as late as the end of Jan (my H-1B expires Feb 1, 2004). I need the new I-797 and I-94 to get back from Canada in early April after landing Canada. I was told that USCIS would terminate the H-1B premium processing within weeks since the cap of H-1B could be reached soon. H-1B extension has nothing to do with the H-1B cap. Anyone knows if the premium processing of new H-1B and H-1B extension will be terminated at the same time? Thanks.
