should my parents answer this

I would like to invite my parents to visit US for the first time as B2. My father visited US twice in early 80s for university exchanging and returned china in time. he retires now. and I don't think he kept old copies of his passport or visa, but he has all the pictures and stuff.
my question is that when Visa office asked him whether he visited US before, should he tell VO the truth or just say no, which answer will be more appropriate for him to get visa. BTW, my mother is the first time applying for visa.
