there are two concepts:

1. low income housing: renter only pay 1/3 of what ever verifyable income. other part will be paid by the State. the renter need fill form and provide proof of income not exceed a very low level (aroung poverty line)

2. afordable housing. your 47K/year income limit more follow into this.

the answer to your question is differ depend on your status and time related to your 485 filing:
1. Refugee/asy. no problem
2. h1: You have to proove that your income reach to certain level.
3. dependent 485, as long as income exceed 125% of poverty line for your family size(about 25K/year 2003 for 3 persons family)
