So she is (or was) H1 working, filed H1-F1. What is your concern?
As long as she was still employed at the time she filed I-539, her status is good.
And it's the school that will decide whether to let her register without F1 status,
it's not like she can start school whenever she wants. She needs to check with
ISO about school policy first. Your H1 transfer thing is totally unnecessary if what she really wants is to study as F1.
If she got laid off or quit job before she filed for the H1-F1 COS, whatever filing will
be technically NOT helping her out-of-status. It will be up to USCIS's discretion.
