It varies. If they can't just approve your case with the info they have, they will send you RFE first to ask for the things they want when your adjudicate time is up, in your case, visa screen cert is what RFE will be asking for.
In Some local offices, fingerprint comes just one month after filing but then could wait 2 years that you might need to do fingerprint again before adjudication. And other offices ask your fingerprint right before they want to interview you, so you wait a year for the fingerprint notice and may get GC approval the next month.
