H4 tranfer to F1 usually need 3-6 months ( don't include the period for applying I-20 from college),reporting the immigration officer without any help when you enter USA,except you hold B1/B2 visa.It's unnecessary to leave USA to get F1 visa except you intent to travel between China & USA during the study period.
