Recent H1B renew

Please help, friends. Who knows the actual time for H1B renew at Vermont Center RECENTLY? My H1B expires 02/2004 and the renew app will be filed by the end of 12/2003. But I need to go to Canada 04/03/2004. I am worried if I can get the renew notice before I leave. Does CIS have expedited processing for H1B renew by charging $1000? Thanks.
