To, Wojian, layoff, How

I am H1 person and will be notified to be layoff next March. I don't know when I could get new job. My hu*****and is on H1 visa. My question is when I send application for the visa change to INS, before my layoff or after my layoff? If I send application for visa change (H1 to H4), then I get new job. How can I work? Thanks.
