持非移民签证在美国,都是国际学生. 与是否有SSN, 是否报税, 是否排期马上到, 成绩好坏等等没有关系.

Berkeley的解释: (http://summer.berkeley.edu/international/are-you-an-international-student)

International students are defined as "non-immigrant" visitors who come to the United States temporarily to take classes. A non-immigrant is someone who:

  • intends to stay in the US temporarily
  • does not have US citizenship or legal permanent resident status (a "green card")
  • applies for a visa to be allowed entry into the US
  • has an F-1 or J-1 student visa (most international students at UC Berkeley have F-1 or J-1 status)

 

不过, 等绿卡批准, 可以转换成非国际学生.
