Eureka or Crescent city.

I have stayed in a small motel called Crescent Beach Motel, which is right on the beach. It's not fancy but fairly cheap. There are also the usual chain motels in town, I stayed in a Best Western once, right across the harbor.

Never stayed in Eureka. A friend of mine found some nice B&B there.
