1.  After Employer A filed H1B transfer and extension, I got an offer from Employer B. I prefer Employer B. Can Employer B also file the transfer and extension?

-Yes if your current H-1B I-94 does not expires yet.

Is there any negative impact?

-No from immigration point of view, but Employer A will be obsessed because they wasted a lot of money, time and efforts for the recruiment and H-1B petition, and also deplay to find a person to work on time due to your quitting.

2. Is there grace period after H1B expires?

-There is a grace period of ten days for you to prepare to leave US when your H-1 I-94 expires, but you are out of status immediately after your H-1 I-94 expires or layoff (there is zero grace period if you are laid off)..
