-Yes.

孩子还必须到USCIS office吗？

-No. I-539 has to be filed to USCIS. Read I-539 Instructions. But as I said, if your H-1 has been effective (check your H-1 approval notice for the effective date), his TD has been void, and thus he can not file I-539 to change TD to H-4 within US,  and he has to go to the US-Canada border or US-Mexico border to get the H-4 I-94/status.
