非常感谢您的及时回复，这样我们心里有点底了。还有一个问题就是移民局的信里只是说我们因为递交晚了所以不得不denied。
-You need to make sure what the reason for you OPT denial. If you submitted your OPT after your  F-1 grace period (after 60 days from your graduation or I-20 ending date, whichever is earlier), then the denial is reasonable and your I-290B filing may not work. So, talk to your school. If no, then you can justify it in the I-290B filing and provide the correct documents.

那就是说我们只要把申请OPT的材料都备齐，重新寄一次应该就可以吧？
-If you have graduated for > 60 days, you can not re-apply for it, but have to file I-290B Motion to reopen for the denial case. If your school does not know how to help you, you had better find a lawyer (at least consult a lawyer) to help you.
