urgent questions! Layoff 4 weeks H1B transfer

Laidoff 4 weeks and H1B visa (I-94) just passed the valid date. I-20 for F2 is ready?

One offer should be come next week, but the recruiter told me that previling wage ($40+) is much higher than the company can pay. The job need a bachelor with 7 years experience. Recruiter said even if reduce to 2 years experience, the previling wage is still high (37+). Is that true?

1. Is there any way I can check and get the previling wage?

2. How long it will take to get the previling wage? If it takes two weeks, should I file to F2 first?

3. How to use a lower previling wage (change job title?)

4. My PERM is pending, can I use the same one and continue my pending PERM? (The onsite company is changed, but the same contract house). In my PERM application, both the contract house and old company are mensioned.

5.The valid date of my 3-year H1B visa is just passed. Can I start to work immediately once the company file (transfer) a new H1B or wait until get the receipt or approved?
